Shoplifting is theft and you can try and dress it up as a mental disorder if you want but it is criminality regardless of the efforts of psychologists to carve themselves a market 'curing' Winona Ryder and her ilk of their light fingers.
I understand human psychology pretty well and in my view the more you tell people they can get away with because they're 'sick,' the more they will try to get away with. It is an ever spiraling downward trend of excusing criminality.
The best cure for these light fingered feckers who put small businesses at real risk and bump up the costs for all of us is to put them before the courts, fine the feck out of them and if that doesn't work stick them in the nick with a few wife-beaters to break their fecking thieving fingers.

Yes, I think we're gmt+3 & bst+2 (or vice versa). I actually only figured this out recently myself - that the clock I'm seeing is not the same one that you are seeing.
