Well if they had planned the Armada better then maybe they would. It seems strange for Spain to own a group of Islands off the African coast, or parts of mainland Africa for that matter. Such is the legacy of empire. If Gibraltar was full of Spanish who desperately wanted to be part of Spain, then I'd agree that they would have a point.
