The question is also not so much where they money comes from, but where does it go? How does this get back into grassroots rugby?

To be fair to him there's a bigger interview with him in the telegraph (behind the rather flimsy paywall) where he talks about struggling to get his child into the Lions and the general lack of open, running, rugby currently being played and the 12s comes up as minor part of that. I mean, I pity anyone who watched the Lions, let alone an innocent child. We've seen over and over when sides involved in XVs want to run the ball it can be an open and entertaining game.
