That's a tough one. You can tell he's trying to back out once seeing it won't be a (typical) tackle situation, but that just wasn't the way to do it.

All top referees make decisions on those scenarios with a view of full speed. Tge slow-mo 8s bound to look damning. Farcical decision.

Putting all the red card imo nonsense to one side, 10 fckin penalties and 20 missed tackles- it’s aggressive defence, but not measured.

If that was called a rugby incident, most people who aren’t Ireland fans would say “yeh, fair”. We need to stop red carding accidents.

(On a side note CHRIST Farrell’s communication with refs isn’t getting any better. Screaming RED CARD at Peyper- he’s lucky to not have found himself warned).

Brings me back to my suggestion that it should be either head has to be below the other's armpit.
Tackler's head has to be below BC's armpit OR (as in this case) tackler's armpit has to be above BC's head.

The point is to take heads away from each other, because that's the most dangerous, and an acceptance that keeping hips, knees, or in this case, passive elbows, away from heads is impossible.

I fucking hate that maul/tackle rule. It seems basically no different to a tackle where you refuse to roll away or release the carrier.
