Back in the day Trump promised he'd deliver a comprehensive plan to improve cybersecurity within 90 days of his inauguration, this has never happened , though the Whitehouse did release a rather long memo that doesn't actually say anything or change anything. They're still pending even initiating a discussion of the $600-700 billion dollar military spend and moving more of that spend away from more typical military spend onto cybersecurity.
Congress has added text (over Trump's objections) to the national defence act calling on the President to develop and deliver a national policy on cybersecurity, nothing has happened so far. The Senatate Armed Services Committee last Year was chasing Trump with hearings on the progress being made, or not, to which when summoned the Trump Whitehouse refused to send White House cybersecurity coordinator Rob Joyce citing excecutive privilege, this has not gone down well in the Senate. I don't know what the Senate Armed Services Committee are doing, last year there was talk of a subpoena to force testimony from Rob Joyce but that seems to be in limbo
The basic assumptions seems to be nobody is in charge of policy on this area, though we have recently had Dan Coats the Director of National Intelligence telling the Senate Armed Services Committee that he’s spoken about cyber threats with Trump.
