I'm fuming at this. A total lack of understanding of how dire the situation is. And the clown doesn't seem to realise that pro rugby is the key to the whole thing. Yes, new players come up from the grassroots, but if the national team is doing well then that inspires children to play rugby.
As for moaning that the criticism is inappropriate, exactly who is he trying to kid? I've not heard or read of any criticism of any WRU board member which has been insulting. What I have heard and read is plenty of views suggesting that the structure is crap and needs reform. Tommy Bowe wrote exactly the same thing the other day. Phillips seems to be in a world of his own, enjoying a very hefty salary yet oblivious to the disaster unfurling around him.

I don't think it's so much a lack of understanding, more a different set of priorities ie ensuring that hefty salary for himself (which he would be unlikely to enjoy in any other organization), ditto for the other community board members. In order to ensure this the community members need to dominate the WRU. Since they dominate the WRU, they make sure the community comes first, so no significant change can be made which they don't like.
I expect they do want success for the national team and the regions but they're not willing to make sacrifices for it (or not enough of them are). So they'll just make superficial changes and invest in property rather than rugby. If they let things get so bad that the Principality Stadium cash cow starts to die (ie the rugby mad Welsh become less rugby mad and stop filling it*), they may well see the need for radical change but it'll probably be too late.
'inappropriate' - hilarious! People aren't complaining about the board having members from the community - it's that they community members dominate the board. (And then that the community dominates the votes, so they can block change, sack anyone they don't like, call EGMs easily).
* NB I'm not sure things will every get

Apparently Sam Warburtons remark about governance being stuck in the Stone Age and contributing to poor performance isn’t true. We all need to appreciate context.
Utter tripe. The blokes out of his depth and is interested only in feathering his own nest.
Can the welsh government do anything?
