Fair enough - it's a paraphrase rather than a quote - unfortunately the same paraphrase I'd seen bandied about a fair bit (I don't listen to the radio, let alone R4).

Agreed, it’s the speech marks that are the really issue. Quickly diving in to it, it seems she’s saying that during her time heading dwp there were claimants who were earning £35 - £40k on universal credit. No doubt that’s the odd outlier and is the same tactic as all brown people are terrorists, all Brexiteers are racist, all disability claimants are on the fiddle etc… ie bs for 99% of people.
She does deserve quite a bit of credit keeping uc standing upright during the pandemic but seems to be on a mission to flush that credit down the loo.
