The IRB have announced some changes to the rules governing eligibility, main details are as follows
The 36-month residency requirement is increased to 60 months with effect from 31 December, 2020 (unanimously approved)
The addition of a residency criteria which permits players who have 10 years of cumulative residency to be eligible (effective May 10, 2017) (unanimously approved)
Unions may no longer nominate their U20s team as their next senior national representative team (effective 1 January, 2018) (majority)
Sevens players will only be captured for the purposes of Regulation 8 where the player has represented either of (i) the senior national representative sevens team of a union where the player has reached the age of 20 on or before the date of participation; or (ii) the national representative sevens team of a union in the Olympic Games or Rugby World Cup Sevens, having reached the age of majority on or before the date of participation in such tournament (effective 1 July, 2017) (majority)

Just to try and clarify one of the points they're trying to make, I understand the point on the 7s is that it's only World Cup and Olympic 7s games (including qualifiers) which will now tie in players. The actual wording they've used is both a bit weird and hard to discern any meaning from.

Think normal caps apply to a 7s player if he's over 20. Basically just an extension of preventing a union capturing u20s through unimportant games.

I like the 10 years one. Means the likes of Rapava Ruskin don't lose eligibility having lived in a country from childhood just because they takean overseas contract.

These aren't changes, they've been in place for almost a year now.
You even quoted some of them as being in effect from May 17, July 17 and January 18 - all of which are in the past.
If it helps, I'm pretty sure we had a thread on it at the time that article was published.
