Roping in football grounds, we have at least 3 in Glasgow, 3 in Edinburgh, 1 realistically in Dundee (there may be a new stadium there by then), 1 in Aberdeen (new), and one in Inverness (the newly-professional Highland Chiefs’ Black Isle Brewery Megadome). We could upgrade one of the borders’ grounds for the tournament (and for future use for professional rugby/ big 7s tourneys in the borders). Could probably allow england to play in Newcastle if we had to, but I don’t think we would, as France are only using 9 grounds for theirs.
I don’t think we’d need to co-host either. Ireland’s failed bid for 2023 seemed feasible, and our infrastructure is better than theirs. We may need to be nice to them to get their vote though!
